Mr. Ammar Shwei Hassan Al-Sharafi was awarded a PhD degree in International Development and Gender Studies for his dissertation titled: The Role of Human Resource Development in Achieving Administrative Performance Excellence in Organizations through Service Quality, which was submitted to the Inclusive Development Research Center \u2013 Sana\u2019a University. The dissertation defense was held on Sunday, December 14, 2025.<\/p>\n

The PhD Viva-Voce Committee, which was formed based on a resolution issued by the Graduate Studies and Scientific Research Council, consisted of the following:<\/p>\n

The study aimed to examine the role of human resource development in achieving administrative performance excellence in local and international non-governmental organizations (NGOs) in the Republic of Yemen, through the mediating role of service quality.<\/p>\n

The study yielded a number of key findings summarized as follows:<\/p>\n

\uf02d The level of administrative performance excellence in local and international NGOs in Yemen was high.<\/p>\n

\uf02d Human resource development practices in local and international NGOs were found to be implemented at a high level.<\/p>\n

\uf02d The level of service quality application in local and international NGOs was found to be moderate.<\/p>\n

In light of these findings, the researcher recommended:<\/p>\n

\uf02d Enhancing continuous administrative development by organizational leadership for all employees through sustained training programs and effective empowerment policies, which will contribute directly to faster work completion with efficiency and effectiveness and increasing beneficiary satisfaction.<\/p>\n

\uf02d Encouraging employees on an ongoing basis to develop their skills and knowledge by providing diverse though selectively targeted knowledge resources, particularly technological tools, aimed at improving work methods and ensuring flexibility in project implementation.<\/p>\n

\uf02d Diversifying approaches to developing employees\u2019 administrative capacities and institutionalizing a culture of motivating high-performing staff members within organizations.<\/p>\n

The dissertation defense was attended by a number of academics, researchers, and specialists, students, colleagues, and the researcher\u2019s family.<\/p>\n
