PhD Degree Awarded to Mr. Mohsen Sufian Mohammed in Educational Administration and Planning
Mr. Mohsen Sufian Mohammed Wajih Al-Deen was awarded a PhD degree in Educational Administration and Planning for his dissertation titled: The State of Information and Communication Technology and Its Relationship to Decision-Making in Yemeni Universities in Light of E-Governance Principles, which was submitted to the Department of Educational Administration and Planning, Faculty of Education–Sana’a University. The dissertation defense was held on Monday, April 20, 2026.

The dissertation aimed to:
- Identify the current state of information and communication technology (ICT) and its relationship to decision-making in Yemeni universities in light of e-governance principles.
The study yielded several key findings summarized as follows:
- The overall state of ICT in Yemeni universities was high, with a mean score of 3.57 and a standard deviation of 0.71.
- The levels of decision-making and the practice of e-governance principles were moderate, with mean scores of 3.36 and 3.32 respectively, and a standard deviation of 0.80.
- There is a strong, positive, and statistically significant correlation (at the 0.01 level) between ICT and decision-making.
- Statistically significant positive correlations were also found between e-governance principles and ICT, and between e-governance principles and decision-making in Yemeni universities.
In light of these findings, the researcher recommended the following:
- Raising awareness among university leaders and relevant educational stakeholders regarding the importance of decision-making processes, and equipping them with the necessary knowledge, skills, and expertise.
- Strengthening existing areas of strength, addressing weaknesses, and transforming challenges into opportunities in relation to decision-making, ICT, and e-governance practices in Yemeni universities.
The dissertation defense was attended by a number of academics, researchers, and specialists, students, colleagues, and the researcher’s family.
