Executive Master’s Degree Awarded to Ms. Haifa Sailan Ahmed Sailan in Public Administration

Ms. Haifa Sailan Ahmed Sailan was awarded an Executive Master’s Degree in Public Administration for her thesis titled: The Impact of Strategic Leadership on Administrative Creativity at the National Center for Public Health Laboratories – Main Center, Sana’a, which was submitted to the Center of Public Administration – Sana’a University. The MA defense was held on Wednesday, May 20, 2026.
The MA Viva-voce Committee, which was formed based on a resolution issued by the Graduate Studies and Scientific Research Council, consisted of the following:

The study aimed to:
- Examine the impact of strategic leadership on administrative creativity at the National Center for Public Health Laboratories in light of the challenges facing public health institutions in Yemen.
The study yielded a number of key findings summarized as follows:
- The level of strategic leadership at the center was moderate.
- The level of administrative creativity at the center was also found to be moderate.
In light of these findings, the researcher recommended the following:
- Periodically developing the strategic orientation and enhancing investment in human capital through training and motivation.
- Adopting participatory decision-making mechanisms and fostering an organizational culture that supports creativity.
- Developing workplace ethics programs to contribute to improving the level of administrative creativity.
The defense session was attended by a number of academics, researchers, students, colleagues, and the researcher’s family.
