Executive Master’s Degree Awarded to Mr. Yasser Al-Omaisi in Public Administration
Mr. Yasser Ali Al-Omaisi was awarded an Executive Master’s Degree in Public Administration for his thesis titled: The Role of Digital Financial and Banking Services in Mitigating Cash Liquidity Crisis: A Field Study on Financial Institutions in the Capital Secretariat–Sana’a, which was submitted to the Center of Public Administration – Sana’a University. The MA defense was held on Sunday, July 5, 2026.
The MA Viva-voce Committee, which was formed based on a resolution issued by the Graduate Studies and Scientific Research Council, consisted of the following:

The study aimed to:
- Examine the role of digital financial and banking services, represented by their three dimensions—digital financial transfers, digital payments, and digital wallets—in alleviating the cash liquidity crisis in Yemen.
- Assess the current state of these digital services in financial institutions operating within the Capital Secretariat–Sana’a.
The findings revealed variations in the impact of the dimensions of financial digitalization. The results demonstrated a strong positive effect of digital financial transfers in mitigating the liquidity crisis, followed by a moderate and statistically significant positive effect of digital payments, while the digital wallets dimension showed no statistically significant effect in this regard.
Based on these findings, the researcher presented several recommendations as follows:
- Developing digital payment systems to enhance ease of use and reliability, thereby supporting monetary stability and reducing dependence on direct cash transactions.
- Strengthening customer confidence in the digital financial system through awareness and educational campaigns highlighting the advantages of digital banking services.
- Modernizing the technological infrastructure of financial institutions and promoting integration and interoperability among various digitalization tools.
- Improving the efficiency of digital wallets by enabling full integration with bank accounts and various financial service providers.
The thesis defense was attended by a distinguished gathering of academics, researchers, students, and professionals interested in the sector, as well as the researcher’s colleagues and family members, who congratulated him on this outstanding academic achievement.
