Mr. Wahib Mustafa Abdo Abduljalil \u200e<\/strong>was awarded a PhD<\/strong> degree in Administrative Law <\/strong>for his dissertation titled: Administrative Controls of Migration in Yemeni Law: A Comparative Applied Study\u200e<\/em><\/strong>, which was submitted to the Department of Public Law, Faculty of Sharia and Law \u200e\u2013 Sana\u2019a University. The dissertation defense was held on Tuesday, March 31, 2026.<\/strong><\/p>\n

\u00a0<\/strong><\/p>\n

The PhD Viva-Voce Committee, which was formed based on a resolution issued by the Graduate Studies and Scientific Research Council, consisted of the following:<\/p>\n

The dissertation aimed to:<\/p>\n

    \n
  • Clarify the legal framework governing migration through an analysis of legislative \u200e \u200e<\/li>\n
  • Examine the rules regulating lawful and unlawful inbound migration. \u200e<\/li>\n
  • Address the legal provisions governing outbound migration and its branches. \u200e<\/li>\n
  • Highlight the international standards regulating migration\u200e.\u200e<\/li>\n<\/ul>\n

    The study yielded several key findings summarized as follows:<\/p>\n

      \n
    • Migration and asylum are two distinct phenomena, each governed by its own legal \u200erules, controls, and characteristics. \u200e<\/li>\n
    • In both Yemen and Egypt, the legislator has vested the Minister of Interior with the \u200eauthority to issue regulations and decisions concerning entry and exit points. \u200e<\/li>\n
    • International protection for refugees begins when national protection is absent or \u200ehas collapsed. \u200e<\/li>\n
    • The Yemeni Constitution grants the President of the Republic the authority to grant \u200epolitical asylum, and explicitly prohibits the extradition of political refugees\u200e.<\/li>\n<\/ul>\n

      In light of these findings, the researcher recommended the following:\u200e<\/p>\n

        \n
      • Updating legislation, laws, and regulations governing migration and asylum. \u200e<\/li>\n
      • Strengthening partnerships with non-governmental organizations and civil society \u200e \u200e<\/li>\n
      • Enacting a specific law to combat irregular migration. \u200e<\/li>\n
      • Promoting political, economic, and security stability.<\/li>\n<\/ul>\n

        The dissertation defense was attended by a number of academics, researchers, and specialists, students, colleagues, and the researcher\u2019s family.<\/p>\n
