Mr. Yasser Abdullah Haidarah Fahim Al-Hajji <\/strong>was awarded a PhD<\/strong> degree in Educational Administration and Planning <\/strong>for his dissertation titled: The Reality of Management Information Systems and Their Relationship to the Quality of Administrative Decisions Through the Efficiency of Oversight in the Ministry of Education in the Republic of Yemen<\/em><\/strong>, which was submitted to the Department of Educational Administration and Planning, Faculty of Education \u2013Sana\u2019a University. The dissertation defense was held on Monday, May 18, 2026.<\/strong><\/p>\n

The PhD Viva-Voce Committee, which was formed based on a resolution issued by the Graduate Studies and Scientific Research Council, consisted of the following:<\/p>\n

The dissertation aimed to:<\/p>\n

    \n
  • Identify the current state of management information systems in the Ministry across \u200etheir various domains.\u200e<\/li>\n
  • Determine the level of quality of administrative decisions.\u200e<\/li>\n
  • Assess the degree of efficiency of administrative oversight.\u200e<\/li>\n
  • Examine the nature of the relationships among these variables.\u200e<\/li>\n
  • Verify the mediating role of oversight efficiency in the relationship between \u200emanagement information systems and the quality of administrative decisions.<\/li>\n<\/ul>\n

    The study yielded several key findings summarized as follows:<\/p>\n

      \n
    • Management information systems in the Ministry were found to be at a moderate level, \u200eshowing strength in hardware but weakness in networks and databases, reflecting \u200edeficiencies in the technological infrastructure. \u200e<\/li>\n
    • The quality of administrative decisions was found to be low, while oversight efficiency \u200ewas at a moderate level tending toward weakness, particularly in the technical domain. \u200e<\/li>\n
    • No statistically significant differences were found based on gender, qualification, or \u200ejob position, whereas differences related to years of experience were found in favor of \u200ethose with longer professional experience. \u200e<\/li>\n
    • Management information systems alone did not improve \u200edecision-making; rather, their impact became evident only when administrative oversight \u200ewas strong and efficient in auditing and analyzing data. The quality of information and the \u200ehuman factor were identified as the most influential elements affecting administrative \u200e\u200e<\/li>\n<\/ul>\n

      In light of these findings, the researcher recommended the following:<\/p>\n

        \n
      • Adopting an integrated strategy for developing management information systems and oversight mechanisms to support decision-making, while improving information quality and technological infrastructure, particularly networks and databases.<\/li>\n
      • Expanding the use of analytical systems and digital applications, training personnel, and promoting a culture of oversight as a tool for improvement rather than punishment.<\/li>\n<\/ul>\n

        The dissertation defense was attended by a number of academics, researchers, and specialists, students, colleagues, and the researcher\u2019s family.<\/p>\n
