Ms. Amal Ali Ahmed Amer <\/strong>was awarded an Executive \u200eMaster\u2019s Degree in Public Administration <\/strong>for her thesis titled: A Proposed Framework for Developing Community Participation in Development Projects in the Capital Secretariat \u2013 Sana\u2019a<\/em><\/strong>, <\/em>which was submitted to the Center of Public Administration \u200e\u2013 Sana\u2019a University. The MA defense was held on Sunday, May 17, 2026.<\/strong><\/p>\n

\u00a0<\/strong><\/p>\n

The MA Viva-voce Committee, which was formed based on a resolution issued by the Graduate Studies and Scientific Research Council, consisted of the following:<\/p>\n\n\n\n\n\n\n

The study aimed to:<\/p>\n

    \n
  • Present a proposed framework for developing community participation in development projects in the Capital Secretariat \u2013 Sana\u2019a.\u200e<\/li>\n<\/ul>\n

    The study yielded a number of key findings summarized as follows:<\/p>\n

      \n
    • Community participation in development projects remains limited and is mainly concentrated within service-oriented community initiatives.<\/li>\n
    • There is a multiplicity of entities concerned with managing community participation, alongside the absence of a central body responsible for organizing it, leading to overlapping roles and weak channels of effective communication with the community.<\/li>\n
    • Community participation faces legal, organizational, cultural, and economic obstacles that limit its effectiveness.\u200e<\/li>\n<\/ul>\n

      In light of these findings, the researcher recommended the following:\u200e<\/p>\n

        \n
      • Adopting a clear methodology for community participation throughout all stages of development projects, while establishing implementation mechanisms for legal provisions and not limiting participation solely to community initiative projects.<\/li>\n
      • Updating policies and regulations governing community participation, and preparing procedural manuals that define participation mechanisms, the roles of different entities, methods of coordination, funding, and follow-up by the Ministry of Local Administration and Rural Development.<\/li>\n
      • Establishing a dedicated unit for community participation to oversee and manage all aspects of participation.<\/li>\n
      • Implementing awareness and educational programs to strengthen the culture of community participation through media outlets and educational institutions.<\/li>\n
      • Activating direct communication channels with the community through regular periodic meetings to enhance trust and partnership.<\/li>\n
      • Requiring implementing agencies of development projects to involve the community in all stages of the projects.\u200e<\/li>\n<\/ul>\n

        The defense session was attended by academics, researchers, students, interested participants, as well as the researcher\u2019s colleagues and family members.<\/p>\n
