About the Public Administration Center

The rapid development in advanced countries relies heavily on the outputs of educational institutions, particularly universities and research centers. Recognizing this, the Public Administration Center was established to align with the Yemeni government's initiatives, particularly in developing and qualifying administrative leaders tasked with realizing national aspirations and official policies in the realm of administrative development, with a view to achieving comprehensive and sustainable development in Yemen. To address the specific challenges and transformations facing public administration in Yemen, the Yemeni government, represented by Sana'a University, established a partnership with the Dutch government, represented by the Institute of Public Administration (ROI), and Leiden University. This collaboration resulted in the establishment of an Executive Master's Program in Public Administration. The program focuses on preparing and qualifying administrative leaders within government bodies, public institutions, and civil society organizations.

The center was established based on the University Rector’s Resolution No. (71) of 2006, and the internal regulations of the center were issued by the University Rector s Resolution No. (72) of 2007.

To be Yemen's premier and leading center of expertise dedicated to developing and modernizing the public administration system, actively contributing to institutional capacity building towards establishing a modern Yemeni state and achieving comprehensive and sustainable development.

Our Mission

The Center seeks to contribute to the advancement of sound management practices and facilitate a qualitative transformation in institutional performance by providing skilled and qualified cadres in the fields of training, consulting, and research, in accordance with international best practices.

Center Aims

To train and qualify administrative leaders in government agencies and public institutions by equipping them with the theoretical administrative knowledge and applied specialized skills required to elevate their performance.

To conduct research and studies and provide consultancy services in various fields of public administration to meet the needs of government agencies and public institutions.

To organize seminars, workshops, and conferences aimed at examining the various shortcomings and challenges within the public administration system and developing appropriate scientific and systematic solutions and remedial measures.

To create a motivating, productive, and sustainable academic environment for faculty members actively engaged in the various fields that contribute to improving the performance of public administration in Yemen.

Master's Program (Executive + Academic) in Public Administration

The Master s program in Public Administration is designed to equip students with the academic knowledge and practical skills required to address contemporary professional challenges and enhance their career opportunities as specialists, researchers, and leaders in public organizations, local government institutions, and civil society organizations. Recognizing the pivotal role of the public sector in sustainable development, the program seeks to prepare highly qualified human resources capable of assuming leadership positions in public institutions. It also aims to respond to the evolving needs of society, keep pace with continuous scientific and professional developments, and meet the growing demand of the local labor market for highly competent professionals in the field.

The program seeks to prepare highly qualified graduates with strong academic, research, and professional competencies in public administration through a stimulating teaching and research environment. The program strives to equip graduates with the knowledge and skills necessary to compete at the local and regional levels, meet the needs of society, contribute to national development, and uphold quality standards.

Program Requirements

Hold a Bachelor's degree in Public Administration, Business Administration, or Political Science from a recognized university.

Doctoral Program (Academic) in Public Administration

The PhD program in Public Administration is designed to equip students with the academic knowledge and applied skills necessary to address contemporary professional challenges and enhance their opportunities as specialists, researchers, and leaders in public organizations, local government institutions, and civil society organizations. Recognizing the pivotal role of the public sector in national development, the program prepares highly qualified professionals capable of assuming leadership positions within public institutions. It also seeks to respond to the needs of society, keep pace with continuous scientific and professional developments, and meet the growing demand of the local labor market for highly qualified expertise in the field of public administration.

Program Mission

The program is committed to promoting excellence in institutional performance within the public sector and civil society organizations by fostering the principles of good governance and sound public administration as a sustainable managerial approach to achieving high levels of organizational performance. The program fulfills this mission through high-quality education and training, scientific research, and professional development.

Program Objectives
  • To provide program enrollees with an in-depth understanding of public administration and policy locally, regionally, and globally.
  • To enhance the capabilities of program enrollees and equip them with the necessary knowledge and techniques to address the latest developments in the field of public administration.
  • To encourage and support applied research in the various fields of public administration and policy, foremost among them administrative development, organizational development, and public policy analysis.
  • To address contemporary public administration and policy issues, as well as the problems facing society and the government in Yemen.
  • To equip program enrollees with the analytical skills that enable them to utilize scientific research methods and apply them in the fields of public administration.
Program Requirements
  • Hold a Master's degree in Public Administration (Academic Track).
  • Hold an Executive Master's degree in Public Administration from the Center, or a Master's degree in another relevant discipline, in accordance with the Program Admission Regulations.
  • Demonstrate the required level of English language proficiency, as evidenced by an approved TOEFL iBT score or its equivalent, in accordance with the University's admission requirements (Sana a University English Proficiency Test).
  • Demonstrate proficiency in computer skills, evidenced by the International Computer Driving License (ICDL) or an equivalent recognized certification.
