Executive Master’s Degree Awarded to Mr. Ibrahim Teraf in Public Administration

Mr. Ibrahim Hussein Mohammed Teraf was awarded an Executive Master’s Degree in Public Administration for his thesis titled: The Role of Strategic Management in Institutional Performance of Yemeni Shura Council, which was submitted to the Center of Public Administration – Sana’a University. The MA defense was held on Thursday, May 14, 2026.
The MA Viva-voce Committee, which was formed based on a resolution issued by the Graduate Studies and Scientific Research Council, consisted of the following:

The study aimed to:
- Examine the role of strategic management in improving the institutional performance of the Yemeni Shura Council.
- Measure the impact of strategic management dimensions, including strategic analysis, strategy formulation, strategy implementation, and monitoring and evaluation, on institutional performance dimensions represented by efficiency and effectiveness.
The study yielded a number of key findings summarized as follows:
- Strategic management has a statistically significant role in institutional performance, indicating that improving the level of strategic management implementation contributes to enhancing the institutional performance of the Yemeni Shura Council.
- Strategic management represents a key influencing factor in improving institutional efficiency and effectiveness through clearer vision, enhanced administrative structures, and improved administrative systems and skills.
In light of these findings, the researcher recommended the following:
- Making effective use of financial and human resources through proper planning and prioritization.
- Enhancing strategic awareness among all employees.
- Developing the administrative capacities of council staff members.
- Promoting a culture of teamwork to ensure employees’ commitment to achieving strategic objectives and improving efficiency and effectiveness.
The defense session was attended by academics, researchers, students, interested participants, as well as the researcher’s colleagues and family members.
