Executive Master’s Degree Awarded to Mr. Yusuf Rasea in Public Administration

Mr. Yusuf Abdulkarim Yahya Rasea was awarded an Executive Master’s Degree in Public Administration for his thesis titled: The Effectiveness of the Office of the Presidency of the Republic in Evaluating Development Policies and Programs within the State Administrative Apparatus, which was submitted to the Center of Public Administration – Sana’a University. The MA defense was held on Thursday, May 21, 2026.
The MA Viva-voce Committee, which was formed based on a resolution issued by the Graduate Studies and Scientific Research Council, consisted of the following:

The study aimed to assess the effectiveness of the Office of the Presidency of the Republic in evaluating development policies and programs implemented within the state administrative apparatus.
The study found that the Office faces a number of challenges, difficulties, and obstacles that affect its effectiveness in evaluating development policies and programs. Among the most significant challenges is the lack of coordination and harmonization among government institutions, which makes it difficult to obtain the necessary data and information and consequently hinders the evaluation process.
In light of these findings, the researcher recommended the following:
- Giving greater attention to the evaluation of development policies and programs implemented by the state administrative apparatus due to their significant impact on achieving intended objectives.
- Conducting preliminary evaluations of development policies and programs by the Office and assessing their anticipated impacts and outcomes before implementation decisions are made, in order to ensure the achievement of their goals.
- Establishing an independent administrative unit or department dedicated to evaluation activities and allocating an adequate budget for its operation.
- Developing clear mechanisms, guidelines, and evaluation plans within the Office to enhance the effectiveness of the evaluation process.
The defense session was attended by academics, researchers, students, and individuals interested in public administration and development issues, along with the researcher’s colleagues and family members.
