PhD Degree Awarded to Researcher Abdu Ahmed Ali Salah in Public Law

Researcher Abdu Ahmed Ali Salah was awarded a PhD degree in Public Law for his dissertation titled: Crisis Management in Yemeni Legislation: A Comparative Study, which was submitted to the Department of Public Law, Faculty of Sharia and Law–Sana’a University. The dissertation defense was held on Wednesday, July 22, 2026.

The dissertation aimed to establish a theoretical framework for the concept of crisis management in accordance with modern scientific principles and approaches, analyze the legislative framework governing crisis management in Yemeni law and compare it with Arab and international legislation, and develop a draft law for the establishment of the National Supreme Authority for Crisis and Disaster Management, including its organizational structure, mandates, and functions.

The study found that crises constitute administrative and social phenomena with multiple dimensions and characteristics. It identified Yemen’s political conditions and their consequences, weak institutional management, reliance on improvised decision-making, and the failure to employ scientific methods in crisis diagnosis and management as among the principal causes of crises in the country. The findings also revealed shortcomings in the National Defense Council Law that limit its effectiveness in responding to crises. Furthermore, the study observed that most comparative legislative systems have sought to develop more effective crisis management mechanisms to safeguard national security and stability. It also highlighted the need to modernize the Charter of the League of Arab States to reflect evolving regional and international developments.
The researcher recommended strengthening the national early warning system and integrating it with information centers and decision-support mechanisms, establishing specialized national crisis management teams, enhancing the state’s emergency preparedness and rapid response capabilities, and creating a National Security Council. The dissertation further called for the prompt enactment of the proposed law establishing the National Supreme Authority for Crisis and Disaster Management. In addition, it recommended amending Article (5) of the Charter of the League of Arab States to expand dispute settlement mechanisms, updating the Charter, and establishing an Arab Court of Justice empowered to issue binding decisions in disputes between member states.

The dissertation defense was attended by a number of academics, postgraduate students, researchers, as well as the researcher’s colleagues and family members.
