Executive Master’s Degree Awarded to Mr. Adnan Qaflah in Public Administration

Mr. Adnan Qasem Ali Qaflah was awarded an Executive Master’s Degree in Public Administration for his thesis titled: The Role of Job Description in Institutional Performance: A Field Study on Police Departments in the Republic of Yemen, which was submitted to the Center of Public Administration – Sana’a University. The MA defense was held on Tuesday, June 23, 2026.
The MA Viva-voce Committee, which was formed based on a resolution issued by the Graduate Studies and Scientific Research Council, consisted of the following:
- Fadhl Mohammed Al-Mahmoudi Internal Examiner Chair
- Munther Ahmed Ishaq Main Supervisor Member
- Abdullah Mansour Hubaish External Examiner Member
The study aimed to examine the role of job descriptions in enhancing institutional performance within police departments in the Republic of Yemen. It employed a quantitative descriptive-analytical approach, using a questionnaire administered to a sample of 550 respondents selected through a multistage cluster sampling technique. In addition, structured interviews were conducted with a number of academic, administrative, and field leaders from the Ministry of Interior.
The study yielded several key findings summarized as follows:
- Some positions within police departments lack clear and comprehensive job descriptions, leading to overlap in duties and responsibilities among employees.
- Respondents demonstrated a high level of awareness regarding the importance of job descriptions.
- Job descriptions play a significant positive role in improving institutional performance. Among the dimensions examined, the procedural dimension had the strongest impact, followed by the organizational dimension and then the legal dimension.
- Interview findings revealed the absence of unified and clearly defined institutional performance standards systematically applied across police departments. Performance evaluation often relies on partial indicators or managerial judgments, which affects institutional efficiency and effectiveness.
In light of these findings, the researcher recommended the following:
- Developing clear and regularly updated job description documents for all positions within police departments.
- Updating regulations and organizational structures to align with contemporary developments in security and law enforcement administration.
- Establishing standardized institutional performance criteria to ensure objective and consistent evaluation processes.
- Enhancing administrative practices that support efficiency, accountability, and institutional effectiveness.
The defense session was attended by academics, researchers, students, and individuals interested in public administration and development issues, along with the researcher’s colleagues and family members.
