 Summary:
Dr. Ali kasim Ismail was a deputy Minister for Educational Affairs – Ministry of Higher Education and Scientific Research, Sana’a, Yemen for the period 2004 – 2016. He received BS degree (1978) in Agriculture – from Baghdad University, Iraq. He completed Master degree (1984) in Agriculture Extension Education from New Mexico State University, Lass Cruses, USA, and PHD degree (1992) in Agriculture Extension Education from The Ohio State University, Columbus Ohio, USA. As a Deputy Minister, He is doing many activities such as, administrating, supervising and assessing education programs of government and private universities, preparing annual reports, participate in forming annual budget and working plan . ..et. He has over 30 years of experiences in the field of educational, development projects including projects identification, formulation, implementation, monitoring and evaluation. He also has implemented numerous consultancy assignments on projects impact assessment on beneficiaries, Socio-economic surveys and studies, and community development for different International Organizations such as (IDA/ WB (PWP-2 Project) (FAO, Dutch, GTZ, UNDP) His research interests are Socio-economic studies, Impact assessments, Agriculture Extension studies and Community development. He is author and co-author of several articles and research reports in different fields as mentioned above. Also, he supervised a number of Master Thesis in the field of Agriculture Extension.

Helping NGOs in assessing the communities needs, resources available, prioritizing the needs and define feasible solutions.
Facilitate decision-making processes and foster participation mechanisms at the level of the communities.
Create the most favorable conditions for women to participate in developing appropriate initiatives, which would meet their specific needs and capabilities.
Help grass-root Organizations to define and implement a set of concrete and precise initiatives with attractive benefits for the poor.

Train communities in management, leadership, establish investments projects and creating revolving fund sanduq.
Establish linkages with national and international operating agencies at the level of the communities and assist leaders of local grass-root organizations in playing progressively active role in this matter.

Responsibilities: Managing the Institute administratively and financially with (approximately 420 students, 18 teachers, 25 hectares of educational farms, 15 supporting staff and technicians, and 16 labors etc..), participating in developing the secondary agricultural curricula; enrollment of students for the program; planning and supervising summer and afternoon training and exhibitions; planning the budget; supervising curriculum implementation, coordination of activities with other organizations. As a Director of the Institute, I served as a Consultant for USAID Sub-Project conducting outreach programs for farmers and helping them to adopt the ideas of new technology in farming practices and bee-keeping.
I also worked as an organizer of many training workshops for men and women change agents in horticulture, food processing, technology transfer, extension methods, community development and rural women development in the local level. Moreover, I conducted need assessment of local men and women farmers in Ibb Province using survey methods and interviews to collect relevant data.
