Executive Master’s Degree Awarded to Ms. Samar Al-Kayal in Public Administration

Ms. Samar Al-Kayal was awarded an Executive Master’s Degree in Public Administration for her thesis titled: Organizational Culture and Its Relationship to Organizational Commitment at the Public Telecommunications Corporation in the Capital Secretariat, Sana’a, which was submitted to the Center of Public Administration – Sana’a University. The MA defense was held on Thursday, April 23, 2026.
The MA Viva-voce Committee, which was formed based on a resolution issued by the Graduate Studies and Scientific Research Council, consisted of the following:

The study aimed to:
- Identify the level of organizational culture at the Public Telecommunications Corporation in the Capital Secretariat, Sana’a.
- Assess the level of organizational commitment within the Public Telecommunications Corporation.
- Determine the nature of the relationship between organizational culture and organizational commitment in the Capital Secretariat, Sana’a at a significance level of 0.05.
The study yielded a number of key findings summarized as follows:
- The Public Telecommunications Corporation demonstrates a high level of emphasis on organizational values.
- There is strong participation in decision-making processes within the Public Telecommunications Corporation.
- The Public Telecommunications Corporation places significant emphasis on performance guidance and direction.
- The overall level of organizational culture was high.
- All dimensions of organizational commitment recorded very high levels, although with some variation across dimensions.
In light of these findings, the researcher recommended the following:
- Strengthening affective commitment by fostering a motivating work environment that recognizes employees’ efforts and appreciates their achievements.
- Reinforcing institutional loyalty by promoting a sense of belonging and highlighting the Public Telecommunications Corporation’s achievements both internally and externally.
The defense session was attended by a number of academics, researchers, students, colleagues, and the researcher’s family.
