The study recommended that non-governmental organizations (NGOs) should continue to enhance livelihood programs, especially by improving access to services and adopting a more balanced approach to resilience-building that strengthens absorptive, transformative, and adaptive capacities. It also emphasized that expanding and innovating livelihood programs is essential to maximize their long-term impact on community well-being in Yemen’s fragile context.
