MPA Degree for Researcher Helal Alnafesh, Department of Political Science, Faculty of Commerce & Economics- Sana’a University

Researcher Helal Yahya Abdullah Alnafesh was awarded the (MPA) Master degree in Political Science department, majoring in Public Administration, with an overall grade of Excellent with honor (94%), from the Faculty of Commerce & Economics, Sana’a University, for his thesis entitled (Restructuring Administrative Units in the Republic of Yemen: The Central Organization for Control and Auditing as a Model).
The Viva committee consisted of:
* Prof. Hamid Abdulghani Al-Mikhlafi, Professor of Public Administration at Hodeidah University, External Examiner and Committee Chairperson
* Prof. Abdulhadi Hussein Al-Hamdani, Professor of Public Administration at Sana’a University, Main Supervisor and Committee Member.
* Dr. Abdulkarim Abdullah Al-Rawdhi, Professor of Public Administration at Sana’a University, Internal Examiner and Committee Member.
The Viva took place on Sha’ban 29, 1446 AH, corresponding to February 27, 2025 AD.
The study aimed to diagnose the reality of the administrative apparatus in the Republic of Yemen, namely the Central Organization for Control and Auditing (COCA), and to review the foundations, content, and axes of the restructuring process of the COCA. It also presented and evaluated its results by comparing them to successful and faltered experiences of restructuring public organizations in various international environments.
The study reveals a set of conclusions, the most important of which are:
* The restructuring of the COCA is a reform and development process that relied on the strategic analysis approach as a methodology for bringing about comprehensive change by reformulating the organization’s strategic vision.
* The process was divided into two phases: the first phase involved preparing plans and studies for the restructuring process based on the results of a preliminary assessment of the organization’s environment. The first phase of the process was completed in 2010 with support from international donors, while efforts to implement the second phase was faltered.
A set of recommendations was suggested, the most important of which were:
* conducting a benchmarking with successful international restructuring experiences, with the aim of enhancing the chances of success of the COCA reform and future restructuring.
* Utilizing modern technology in implementing and evaluating the restructuring process.
* Providing the necessary financial and human resources, plans, and practical and operational programs for the success and continuity of the restructuring under stable political, economic, social, and security conditions.
The Viva was attended by a number of academics, researchers, and interested parties, as well as a number of colleagues, friends, and family members.
