Executive Master’s Degree Awarded to Mr. Nouruddin Muslih in Public Administration

Mr. Nouruddin Muslih Ali Ghaleb Al-Farzai was awarded an Executive Master’s Degree in Public Administration for his thesis titled: The Impact of Organizational Culture on the Application of Governance Principles: A Case Study of Sana’a University, which was submitted to the Center of Public Administration – Sana’a University. The MA defense was held on Thursday, February 5, 2026.
The MA Viva-voce Committee, which was formed based on a resolution issued by the Graduate Studies and Scientific Research Council, consisted of the following:

The study aimed to:
Examine the impact of organizational culture across its dimensions (organizational values, organizational beliefs, organizational norms, and organizational expectations) on the application of governance principles at Sana’a University.
Identify the prevailing state of organizational culture at the university.
Assess the level of implementation of governance principles.
The study yielded a number of key findings summarized as follows:
The overall level of organizational culture at Sana’a University was moderate across all dimensions. The dimensions ranked in descending order as follows: organizational expectations, organizational beliefs, organizational values, and finally organizational norms.
The level of application of governance principles at the university was also moderate. All four dimensions, transparency, accountability, independence, and participation, demonstrated moderate levels in terms of availability and practice. Accountability ranked first, while participation ranked last.
Organizational culture significantly influenced the application of governance principles at Sana’a University. The findings indicated that the stronger and clearer the organizational culture, the greater the enhancement in the implementation of governance principles such as transparency, accountability, and participation.
In light of these findings, the researcher recommended the following:
Giving greater institutional attention to strengthening organizational culture through continuous awareness and training programs for administrative and academic staff.
Integrating governance principles and positive organizational practices into the university’s policies and procedures.
Promoting behaviors that reinforce institutional values.
Intensifying efforts to implement governance principles in all their dimensions, with focused development of each governance component.
The defense session was attended by a number of academics, researchers, students, colleagues, and the researcher’s family.
