Master’s Degree Awarded to Mr. Ismail Al-Jubahi in Political Science

Mr. Ismail Mohammed Murad Ahmed Al-Jubahi was awarded a Master’s degree in the major of Public Administration with an average of (Excellent) and a grade of (95%) for his thesis titled “The Impact of Political Factors on Employment Policies in Public Administration Institutions in the Republic of Yemen (1990–2015),” which was submitted to the Department of Political Science, Faculty of Commerce and Economics – Sana’a University. The MA defense was held on Thursday, May 29, 2025.
The MA Viva-voce Committee, which was formed based on a resolution issued by the Post-Graduate Studies and Scientific Research Council, consisted of the following:

The thesis aimed to investigate the impact of political factors, through their indicators (political conflict in its various forms, political division, political polarization, and political alliances), on employment policy and its relationship to the inflation of the administrative apparatus.
The thesis employed a descriptive approach to examine the research variables and reached several key findings. Most notably, it found that the penetration of public agencies by all components of political action, and illegal employment practices, led to an administrative apparatus lacking efficiency and the ability to build effective employment policies. Consequently, this resulted in an oversized and bloated apparatus, unable to keep pace with modern developments in public administration.
The thesis concluded with several important recommendations, including:
- Implementing good governance principles.
- Establishing an independent civil service commission.
- Developing a national code of conduct involving all political components, tribal leaders, and official and unofficial actors to ensure the neutrality of public office.
The thesis was examined and recommended by the Viva-Voce Committee for acceptance and approval. The defense was attended by a number of academics, researchers, students, and interested individuals, in addition to the candidate’s colleagues and family members.
