The Public Viva-Voice Examination for the PhD Dissertation here to entitled: ” A proposed strategy for transforming Yemeni universities into research universities to achieve competitive advantage”, submitted by Mr. Majed Mohammed Omar Alsabaey Department of Foundations of Education, Faculty of Education –Sana’a, Sana’a University (Educational Planning), was held on Wednesday, 27/08/1446 Hijri corresponding to 26/02/2025. The Viva-Voice Committee, which was formed based on a resolution issued by the Post-Graduate Studies and Scientific Research Council, consisted of the following:

The study aimed at preparing a proposed strategy for transforming Yemeni universities into research universities to achieve competitive advantage.
The study concluded a set of findings as: the low level of reality of the internal environment of the Yemeni universities to be transformed into research universities that may help in achieving the competitive advantage using the McKinsey model from the point of view of academic experts, working academic and administrative leaders, and to a small degree according to the responses of the sample members of the study; The general arithmetic mean value was (1.42), standard deviation (0.59), agreement percentage (47%), with a small verbal significance. ). A high level of agreement on the influence of external factors on the transformation of Yemeni universities into research universities to achieve the competitive advantage using PESTEL analysis from the point of view of academic experts and academic and administrative leaders, and to a large degree according to the responses of the research sample members, as the value of the general arithmetic mean was (2.89), with a standard deviation of (0.25), a percentage of agreement (96%), and in verbal terms (large). The proposed strategy obtained a very high degree of approval from the arbitral experts, with a weighted mean of (2.92), a relative weight of (97.47%) and great verbal significance.

Many recommendations were suggested as: the authorities responsible on university education, represented by the Supreme Council for Higher Education, the Ministry of Education and Scientific Research, and the Yemeni universities, do the following: adopt the proposed strategy and work to implement it. Spreading the university research culture that achieves the competitive advantage in the Ministry of Education and Scientific Research, and in the different academic institutions. Issuing a draft national classification for universities to qualify them to compete in external classifications and achieve their competitive advantage.
A number of academics, the department head, some researchers, students, interested people, and a number of the candidates’ colleagues and family members attended the viva.
