Sana’a University President Participates in Consultative Meeting of Yemeni University Presidents

Sana’a – Tuesday, November 4, 2025 (Jumada Al-Awwal 13, 1447 Hijri)
Prof. Mohammed Ahmed Al-Bukhaiti, Rector of Sana’a University, participated today in the consultative meeting for presidents of public and private universities. The meeting was organized by the Higher Education Sector at the Ministry of Education and Scientific Research in Sana’a to discuss application and admission mechanisms, the progress of the educational, academic, and research process in universities, and to address current challenges and issues.
The meeting was held at the General Authority for Science, Technology, and Innovation. It included the Deputy Minister of Education and Scientific Research, Dr. Hatem Al-Dois; the Undersecretary of the Higher Education Sector, Prof. Ibrahim Luqman; the Chairman of the Authority, Dr. Munir Al-Qadi; and the presidents of public and private universities.
The participants approved several recommendations, including the preparation of a national strategy for scientific research aimed at advancing the field, enhancing partnership and coordination between scientific and research institutions and economic and production units, and working to complete the establishment of a fund to support scientific research and innovation.
The participants recommended finalizing unified study plans and involving the Council for Academic Accreditation & Quality Assurance (CAQA) in developing course descriptions, noting that universities should support the council in this. They also recommended organizing scholarships to be hosted by Sana’a University and other public universities. The Ministry was urged to contact the Ministry of Finance to alleviate the financial burden on public universities that are training state cadres, given the suspension of external scholarships.
The meeting also approved raising the level of partnership and coordination between educational and research institutions and the production and service sectors. This aims to help direct scientific research towards meeting the needs of these sectors and enhance their role in funding research. It also included encouraging faculty members at universities to carry out research, publish, translate, and author work. Moreover, universities should organize training courses and workshops on research methodology and publishing in peer-reviewed scientific journals.
The meeting stressed the need to complete the implementation of the “SAR” system for universities not yet using it, adhering to the coordination regulations and admission standards, adhering to the bridging conditions and standards, and placing scholarship students in their correct academic levels.
During the meeting, Dr. Hatem Al-Dois emphasized in his speech the importance of regular meetings to evaluate performance and follow up on achievements and renew joint collective work. He noted that the challenges facing the educational process are caused by the current conditions and blockade. The Ministry’s efforts to regulate the academic calendar and activate the Electronic Portal for Application and Admission.
Meanwhile, Prof. Ibrahim Luqman, Undersecretary of the Higher Education Sector, highlighted the sector’s achievements last year and outlined future steps, especially regarding the implementation of the “SAR” system and linking it to all universities. He stressed the need to complete the network integration and enhance transparency in managing academic programs.
He praised the universities that have completed the network integration with the system, led by “Sana’a University, 21 September University, and Azal University for Human Development as the first private university,” stressing the need to generalize the system across all universities.
Prof. Luqman noted that the sector has issued a guide, regulations, and conditions for bridging in specific programs, emphasizing the need to follow up on these conditions and procedures to monitor universities’ compliance.
Dr. Munir Al-Qadi, Chairman of the General Authority for Science, Technology, and Innovation, reviewed the status of scientific research and its challenges. He called for transforming research ideas into innovative projects with economic and social impact, and activating business and technology incubators within universities to support innovation and scientific research.
In turn, Prof. Adel Al-Matari, Chairman of the CAQA, stressed the importance of enhancing the partnership between the council and universities to achieve academic accreditation. He reviewed the council’s achievements, including accrediting 41 academic programs and 105 programs and faculties in 27 universities, stressing continued support for universities in developing programs according to quality standards.
In a statement to the Sana’a University website, Prof. Mohammed Al-Bukhaiti, the University Rector, affirmed that “the consultative meeting was an important opportunity to exchange experiences and discuss ways to develop higher education and link it with labor market needs and scientific research.” He noted the university’s commitment to updating its academic and research programs according to the highest scientific standards, which enhances the university’s national, regional, and international status as the “Mother of Yemeni Universities and Yemen’s First University.”
The meeting was attended by the Vice Chairman of the General Authority for Science, Technology, and Innovation, Dr. Abdulaziz Al-Houri, a number of ministry leaders, representatives of public and private universities, and other relevant and concerned authorities.
