PhD Degree Awarded to Mr. Bakeel Shalabi in Educational Administration and Planning

Mr. Bakeel Shawqi Mohammed Shalabi was awarded a PhD degree in Educational Administration and Planning for his dissertation titled: The Role of Stakeholders in the Relationship between Strategic Orientation and Institutional Performance in Yemeni Universities, which was submitted to the Department of Educational Administration and Planning, Faculty of Education–Sana’a University. The dissertation defense was held on Monday, June 8, 2026.
The PhD Viva-Voce Committee, which was formed based on a resolution issued by the Graduate Studies and Scientific Research Council, consisted of the following:

The dissertation aimed to:
Examine the current state of strategic orientation in Yemeni universities.
Assess the level of institutional performance in Yemeni universities.
Determine the extent to which stakeholders perform their proposed roles from the perspective of experts.
The study yielded several key findings summarized as follows:
The level of strategic orientation in Yemeni universities was high, with a mean score of 3.93.
Institutional performance was also rated at a high level, with a mean score of 3.85.
The degree of stakeholder participation in carrying out their roles reached a mean score of 3.86, indicating a high level of engagement.
All three dimensions—strategic orientation, institutional performance, and stakeholder involvement—fell within the high-performance category.
In light of these findings, the researcher recommended the following:
Developing formal and systematic frameworks for stakeholder engagement, particularly through advisory councils and strategic planning committees.
Enhancing stakeholder participation in reviewing and developing academic programs to ensure alignment with labor market needs.
Involving stakeholders in evaluation and oversight systems and in the development of shared performance indicators to strengthen institutional effectiveness.
The dissertation defense was attended by a number of academics, researchers, and specialists, students, colleagues, and the researcher’s family.
