Executive Master’s Degree Awarded to Ms. Samar Al-Kayal in Public Administration

Ms. Samar Al-Kayal was awarded an Executive Master’s Degree in Public Administration for her thesis titled: Organizational Culture and Its Relationship to Organizational Commitment at the Public Telecommunications Corporation in the Capital Secretariat, Sana’a, which was submitted to the Center of Public Administration – Sana’a University. The MA defense was held on Thursday, April 23, 2026.
The MA Viva-voce Committee, which was formed based on a resolution issued by the Graduate Studies and Scientific Research Council, consisted of the following:

The study aimed to:
Identify the level of organizational culture at the Public Telecommunications Corporation in the Capital Secretariat, Sana’a.
Assess the level of organizational commitment within the Public Telecommunications Corporation.
Determine the nature of the relationship between organizational culture and organizational commitment in the Capital Secretariat, Sana’a at a significance level of 0.05.
The study yielded a number of key findings summarized as follows:
The Public Telecommunications Corporation demonstrates a high level of emphasis on organizational values.
There is strong participation in decision-making processes within the Public Telecommunications Corporation.
The Public Telecommunications Corporation places significant emphasis on performance guidance and direction.
The overall level of organizational culture was high.
All dimensions of organizational commitment recorded very high levels, although with some variation across dimensions.
In light of these findings, the researcher recommended the following:
Strengthening affective commitment by fostering a motivating work environment that recognizes employees’ efforts and appreciates their achievements.
Reinforcing institutional loyalty by promoting a sense of belonging and highlighting the Public Telecommunications Corporation’s achievements both internally and externally.
The defense session was attended by a number of academics, researchers, students, colleagues, and the researcher’s family.
